From VVAI re: new VN adoption legislation:

Like any new law there has been quite a bit of contentious debate about it.  Although the hope was that it would be passed by the National Assembly in November, this did not happen as the debate was still underway.  It seems that it will be at the end of 2010 at the absolute earliest that Vietnam reopens for adoption and that it’s possible that it could be later than that.  Passing the law and then successfully implementing it are two very different steps in the process, both of which will take a great deal of time.  We anticipate that adoptions between Vietnam and the U.S. will not reopen until the U.S. is confident that there are significant safeguards for the children and their birth families that have been successfully implemented.

Hmmm… Maybe as soon as the end of this year, eh? Now that could make things interesting…
